    Theoretically yes.
@littlebalup made a nand reader/writer for the raspberry pi1 and ported it to pi2/3. I don't know about nor though.
AFAIK the nand reader/writer was not officially released, but I tested it kinda successfully:
I dumped the nands of 2 cechg's, validated, patched (for downgrade) and wrote it back to nand.
Too bad I must have killed both consoles hardware during the soldering
Not that bad, since they both were semi broken before anyway (1 ylod oven "fixed" and the other had no HDMI out).
Now neither turn on, but I'm sure that was my bad
I believe a nor flasher should be possible for the pi as well, not sure if anyone already developed it.

Nothing is impossible but there are not enougth i/o on a pi to support NOR. You'll need extra hardware.

    Edited to remove my stupidity.
What if you use the same pins for address and data on the Pi and let WE# and CE# on the NOR chip decide their function with a low or high signal? I know that data enters tri-state, and that address gets latched into once the WE# & CE# go high, but I don't know if address goes into tri-state or not.
