After trying a lot of methods to fix this errors. I finally came up with my solution base on everyone elses solutions.
Warning: YOU WILL HAVE TO RESIGN all your games with a new act and idps. I will make a really short guide
    1. Reinstall the normal firmware for PS3
    2. Delete the Han User/account
    3. Turn off your ps3
    4. Turn on your ps3
    5. Add the dummy account
    6. Activate the console with the account
    7. Install han normaly
    8. DUMP YOUR ACT AND IDPS AGAIN
(IDK WHY but the first time i dump it gave me the same error. dump it again and resign games with the new one. (from same dummy account)

I hope you fix the error, and excuse my bad english.
Thanks to everyone in the forum who help me out on fixing the error <3

from sony playstation 3 page https://www.playstation.com/en-us/support/system-updates/ps3/

    • A USB key formatted in FAT32.
    • Create a PS3 folder at the root of your USB key.
    • Open the PS3 folder and create a UPDATE subfolder.
    • NB: The folder names are case sensitive.

    • Download the latest update on your PC: http://us.playstation.com/support/systemupdates/ps3/
    • Transfer the PS3UPDAT.PUP file to the UPDATE folder.
    • Connect the USB to your PS3.
    • Go to Settings > System Update, then Update via Storage Media.
    • Select the USB key and launch the update procedure.
