probably not a good idea to have a whitelist v2 vpk since it depends on what u personally have installed. ;)

Well there was a previous one that didn't have the v1 append. It had no icon0, Live area wallpaper and only removed the Vita whitelist. This one adds all of that and also does PSP & PS1 titles. And a v2 isn't bad I have one to enable the v2 and one to restore standard app.db for games that need it. But yea it should be made by each person.

I wouldn't upload an app.db. it will replace what people have installed forcing a rebuilding of the database which will wipe the app.db. the icon won't appear if the game hasn't been installed, so it's more an issue for the person installing rather than the person uploading. however, there's some uncertainty with the keys. I'm not sure if they could be bad for the uploader. I don't think they would be since I think they're sfo keys, but I don't know for sure with all of them.

No I had no plans upon doong one publically just mentioning it can be done and is a good idea but there isnt an AIO universal one for everyone. Each mist make their own and updste it when new games are added/removed.
