If all you’re doing is replacing the update.rpf it will work (although may require some testing), some people have gotten mod menus loaded this way in HAN. Since you can’t replace the eboot.bin it’s offline only.

The eboot.bin thing won't work, the rpf stuff might work. It is possible to make this pkg, I can't really explain it though sorry.

On HAN you cannot replace a game's EBOOT.BIN, it won't work unfortunately. You need CFW to do this. :(

As far as I am aware Joonie did this on PS4 AND I believe PS3, so you may want to ask him (I do not want to tag him at the moment since he is probably busy, but you should DM him). I don't know, it depends but it should work. I haven't done it myself, but I know some people who have. As far as I am aware no files in translation mods needs to be converted. :)

Yes it is possible, it may require some messing around with, but for the most part it should work. Both audio (if it exists) and subtitle translation mods can work. :)

Oh yeah for sure, I am sure some form of it exists. I haven't seen any good offline Black Ops 2 mods unfortunately nothing that compares to the online ones at least. I am sure someone will eventually make something on par with the online mods and I think that would be cool for offline mode. :)
