UPDATE: OMG OMG OMG LOL i just tested one of the config files from the list on the links and no more fliquering, full speed, loadings fast as hell on ace combat shattered skies USA 
if same conifg works on ace combat 5 im going to ibernate for a while, but cant test on those now
