act.dat deleted on every restart

i wad trying to upgrade hdd but ran into problems. i put old hdd back in and all works but act.dat is deleted on restart. i ftp it back on works fine but gone after restart. i had this problrm on cfw before so im not saying its hens fault. totally mine. i can make a pkg with the file and install when i need it but im lookong for permanent solution because as i said i had this problem before. i could just format and sign up for accoung again bug eventially that wont be an option.

any ideas?

That means your act.dat is no longer valid. You probably deleted your user profile at some point and created a new one.

You need to sign in to PSN and re-activate your PS3 once more to generate a valid one that stays on each cold boot.
