PS2 Can this pc emulate ps2?

I have an older pc I'm trying to turn into an emulation machine. I've got Nes, snes and mame but I did try out ps2 and it stuttered alot. My main pc I can play at 4k.

It's an insprion 3656. I had an added gpu but it doesn't seem to work so the oem stock is back in.

If I just need to toss in a new gpu to play at 4k, which is affordable and wouldn't require new parts? Mind you its a micro atx or whatever it's called.
 
Dell Inspiron 3656 Desktop PC may using one of these CPUs below:

• AMD A8-8600P
• AMD A10-8700P
• AMD FX-8800P

And these are likely are SoC CPU which can't be removed. PS2 emulation requires more power than that so your current specification unable to work well with most of titles with full frames.
 
I'm using a notebook with

- i5 8250U
- 8GB RAM
- intel UHD grapghics 620 + NVIDIA Geforce MX130 (2GB RAM + 4GB shared)

It can decently run PCSX2 1.6.0 with default settings. Not perfectly smooth, I get slowdowns on many games (i.e. ICO, SH2, Tekken tag) and PCSX2 gets heavier on each new revision.

I can perfectly run Wii U games with CEMU on this PC (with better performance than real hardware).
