Anyone can say it's down to a bad previous repair. Any repair person can come across as genuine and sympathetic, especially if it means they get you business and take your money.
The bottom line is that if he can't hook up a few wires to a few solder points on the PS3 Motherboard to read the syscon then he can't consider himself a PlayStation 3 repairer. It's incredibly easy to do and takes less than a few minutes to read the Syscon error codes.
Now you say he has tried a reflow, well this could have killed your console dead. If he can't do basic soldering then I'm afraid I wouldn't trust him with a reflow. So bottom line is he may have already rendered your console dead and beyond repair.
DO NOT LET HIM REBALL YOUR CONSOLE, the chances are he will mess this up also which will put the final nail into your console, not only that they will charge you a fee for doing it even if your console fails to boot. So you are basically paying someone to perform shoddy work on your console and killing it in the process.
Find someone who is more competent and able to read the Syscon error codes so you have a chance of getting your console fixed, unless of course he has killed it stone dead already
