PS3 CECHB01 YLOD Help

Hello I recently found a CECHB01 Motherboard COK-001 (1-871-868-32) console that has YLOD, instantly.

After replacing the NEC/Tokins with Delid Tool replacement it, currently the errorlog simply keeps repeating over and over

When checking the voltage on the RSX_VDDC line it seems to flash at 2.4V, for the brief moment its on.

Other voltages seem to be present 12V, 5V, 3.3V. CPU voltage is 1V

RSX VDDC resistance is 2.5 Ohmz

I am not sure what to do next or check. I can't find much on line on this. I am guessing it could be a bad part of the RSX VDDC Rail or like maybe someone did a heat gun treatment "Was seen in a PS3 that was destroyed by a heatgun, which also had A0A02030/2033 & A0902031." from the error log on psdevwiki.

Anyone have any ideas or things i can try?
