In the video it seems it does 4 fast beeps, right ?
Im not used to that error code (incase is an error code), so not sure
Have you tryed with the other pin of the IC4001 i painted ?. In my drawing i did not marked which buton is each pin because i dont know, i just know both buttons works in the same way
Maybe the wire you soldered belongs to the "eject" button (so when you join the wires in the video is like pressing "eject"), but you dont have the bluray drive connected so the PS3 is refusing to boot ?

Btw, you need to make another test with the wires like that, instead of joining them temporally, try to join them and keep them joined together (press them with your fingers, no harm are just 5v max)
Electrically there is no harm in doing this, because is the same than pressing the buton and holding it... by doing that the IC4001 should be sending a constant voltage to the Q4002
In my drawing we are bypassing the IC4001 so is the same
By joining the wires (for the power button) and holding them the PS3 should make 1 beep... 2 beeps... then turns off (and if you repeat and unhold the wires after the 2 beeps the PS3 boots in "recovery menu")
