It probably means your console is banned. It might be the case that the person who sold it to you had cheated online and got caught and banned and that's why they sold the console in the first place. You won't be able to go online on that console unless you spoof your IDPS.

the person who sold it to me just sold jb ps3, he jb them and sold them. ive been online before. i have a new cid but ccapi wont work with 4.91 should i go back to 4.90? i tried spoofing idps with custom firmweare tools and it gave me an error

You used CCAPI on PSN? That's a great way to get banned.
Anyway I did not really understand, have you been previously able to go online using this specific console? Try logging in to your PSN account on your computer or phone - if you got banned then your entire account is banned as well, although if your console was already banned when you got it it won't affect your account.
Spoofing a random IDPS will not work; you need do obtain a valid IDPS from an unbanned console. Usually these are dumped using hardware flashers from dead units. Some people sell them on eBay but many are untrustworthy and sell the same IDPS to multiple people, and then inevitably when two or more happen to try to go online at the same time, both get banned. You can lose your account that way so it's a big risk. The only way you can get a risk-free IDPS is if you buy a YLOD console and dump its IDPS using a hardware flasher yourself or get a trustworthy friend to do it for you.
Alternatively you can just buy another 2nd hand PS3 that's not modded for PSN and use your CFW PS3 for single player and homebrew.

yes i have but the console id was banned. i didnt use ccapi when i was signed in lol. i have a cid i can use

Word of warning - If the console from which you took the IDPS still works, never try going online on both at the same time, because both will get banned.
If you bought the IDPS on eBay or a similar website don't trust that it won't get banned in the future - use a throwaway account that you don't have other consoles on (especially not PS4 / PS5).
