PS3 Download speed from PSN

Hi, anyone knows why the PS3 caps the download speed from PSN at a max of 4600kb/s?. For if somebody asks im using the PS3 wired to the router and my internet connection is fibre optic 100mb. If i use the same PSN link on my PC i can download to the max speed of my connection: 11-12mb/s. Is not an HDD issue because i can FTP to 11-12mb/s too so i cant understand the cap.

Having the same speeds, might have something to do with the global pandemic thing just like Netflix and YouTube did

i was thinking about it but the case is that the download speed of the same PSN link performs very different on PS3 and PC so it cant be a cap on $ony's servers. maybe its capped in the firmware?
