Because it is not a Orbis CFW for the PS4 OS which I would assume is what you have in mind. It's a customised firmware for the EMC (External Micro Controller based on ARM Cortex), which is one of the 2 processors (the other is called EAP) that make up the ps4 southbridge.
Iirc the EMC firmware loads the EAP standalone kernel (it's that kernel that takes care of rest mode processes), the EMC is also used internally for hardware communication bridging purposes & for debug/UART (which is no longer dependent on syscon directly like it was in ps3).
This hack only works on the ps4 launch models cuh100x & cuh110x for the time being, not everyone can give it a try.
With a customised EMC firmware you can do a number of cool things but for now afaik there is no CFW for ps4 (similar to what you may have on ps3).
