Bulk filter caps smooth out voltage ripple, which improves efficiency. Aging capacitors could case a processor to work harder to do its job, even if its not bad enough to cause a YLOD. So replacing with new TaPol arrays of adequate specification could result in lower thermals.
On all of my A model consoles hold steady around 68C with a fan speed of 28-35% using webMAN mod. That's with MX-4 and MX-5 delidded. The best you can hope for is sub 75C at 30% with near stock curve. But I would tighten that up. webMAN mod is nice, but I prefer editing it with the SYSCON so it's permanent and not in software where it can screw up (which I've had webMAN do before. It overheated without spinning the fan up higher! I never figured out why).
Also the silicon lottery can swing your chips temps +/- 2-5C. A binned chip can run much cooler, which could explain
@nCadeRegal's temps. Although they are unbelievably low, as in I literally can't believe it. He's told me before and it's inconceivable to me his 90nm RSX produces less heat than a 40nm RSX...but I'm not inclined to call him a lier. Must have just been incredibly lucky!
