PS4 HDMI IC Panasonic MN864729 Voltages ?

Hi to all i have a ps4 1200 series wish i had with a ripped off hdmi port and the diode along with the little cap on pin 18 both were missing i did the usual by replacing the port and the 2 components but i still have no image with white light than after some voltage testing i found out that pin 18 is 0v and it suppose to be 5v i checked the fuse and it had no problems so i replaced that voltage regulator but still white light so i took some voltage testing from another working board and i have 3.3 volt as an input and the other pin is 0.85 and next to the fuse i have 5 v like normal but in my board i have only 3.3 v can anyone please tell me where that 0.85 volt is coming from because i couldn t find ( th yellow trace ) because i have 0 v in that one and thank you

Do uart diag if you think you have dead ic and see all voltages /parts fine. While unit is booting will say at some stage hdmi error.
