PS1 How come there hasn't been a PSX modchip with settings like the Matrix Ps2 chip has?

It was another time, with other thoughts, of course.
My idea is that, at that time, the only objective was to create a script, a code that tricked the system to run parallel games, recorded at home, in the "DIY your PS1 Games" style.
Maybe there was no idea initially to make more complex modifications like on the PS2, or there was no knowledge at all.
force my Psx to output a PAL60 signal.
I remember reading about a Mod to get PAL signal at 60Hz on PS1, it was on PSXDEV.
Some users have reported that the mod doesn't work in all games and that some display errors occur, but I can't confirm anything unfortunately.

PS1 modchips generally only had one purpose, to send the SCEx code to authenticate the disc. PS2 modchips had to patch certain BIOS related items and that is why those modchips often came with other features besides just authenticating your burned or import discs. That is also why PS1 modchips have something like 4 wires and PS2 usually had 20+.

There still are ways to modify systems but for PS1 it's separate from the copy protection entirely.

The PS1 modchips typically use very cheap micro controllers that can't do much else than the security bypass. Yes you could use a more powerful and more expensive chip to implement other features. But the difficulty of installation increases as you add these things and there likely isn't a huge market for it. So you could see it happen but it would be up to an enthusiast interested in developing it.

There are cool mods to be done to the PS1 but they don't have to be tied to the security bypass functionality.
