There is no tools to create from scratch so called dynamic theme. You can only replace images in existing RAF files.
XMB not supporting music from P3T if I remember correctly.

To zdanie nie jest poprawne po polsku. W nawiasie powinno być: "najlepiej z podkładem muzycznym" bo przecież "animowany motyw" nie jest owym podkładem, ani nie chcesz go stworzyć. :P

a motyw możesz nawet na ofw zainstalować tworzysz na usb foldery: PS3>THEMES>nazwamotywu.p3t i potem w zakładce motywy możesz zainstalować albo w multiman znajdź swój motyw w foramcie p3t i kliknij na niego.
