how to format hdd for ps2?

Winhiip can only see HDDs up to 1TB

I don't know. I have another newer Batcher by Nemesis (that's based on the one I linked but with some improvements). Search for it online (I can't link it 'cause I can't access Ps2-Home it gave me a connection error).

Or also if you don't have hundred of CD games, use this for converting Ps2 CD games to ISO (it is 100% reliable for Ps2 games, I suggest you to not use any other converting program): PS2 - WinBin2Iso by Nenad Hrg | PSX-Place

Indeed, you shouldn't use it. There are reports of many random problems by people using it.
I used it for some time (long ago) and personally I never had problems, but I noticed it installs games fragmented (even if the HDD is empty) differently from HDL dump.
