The ESR.ELF version that's being used on the PS2 itself (which you'd store on the memory card or whatever you wish to), not the patcher version, which is the 0.24a you stated.
ESR r9b came out in 2008 or so I believe, r10e was released around a few weeks ago.

My best suggestion would be to test it in GSM before running it and force 480i mode , which may cause too-fast speed issues and possible underscan given this game was never released outside of Europe (and therefore was probably designed by a European developer, seeing as it was cancelled elsewhere). It would probably be better than nothing for now, if you want something.
The more expensive option would of course be to invest in some kind of thing that could convert the signal to a more compatible one with your TV (480i/60Hz) but I doubt you want to hassle with that right now lol.
