PS2 Looking for a tool to copy from PS2 to PS2 HDD

I know but that's because: these apps (e.g hddldump?) parsing TOC so they know how many sectors to read (if that is true, then it will not work for eg. FF12), or there is info somewhere in Attributes area how large disc was. I dunno, never investigated this because such images can be written in optical discs just fine or disk and will not occupy any extra space than before.
 
RAW sectors of a disc-image contain more (info) than just a filetree of a FILESYSTEM.
The tools code can tell you what they use.
 
There is no other way to determine how large disc is if not based on his TOC. And if Your claims is truth that hdldump not using it, and if there is no such info written (eg. sectors count) outside disc image, then there is no way to determine real disc size... So it is ONLY those two possibility to check that. One of them is true, one false. The question is which one? Answer lies in hdldump source.
