Unless you have a specific reason for using NTFS you are better off using FAT32 with a flash drive. NTFS brings all sorts of issues, which can be worked around, but why bother? Eg it causes extra wear on the drive because it is Journaling FS and also logs every time a file is accessed or modified, AND includes file ownership and permissions for every file and folder.
Only reason to use it is if you need to use files over 4GB in size and one of the devices doesn't support exFAT (which stock PS3 doesn't, not sure about modded).
I would try one more time with FAT32 just to be sure. Make sure you safely eject it.
