As suggested earlier, your game may not have ever received an update. If there is no update, then your game will not work

It means "verify your files!"
Act.dat and/or idps missing in root folder

Did you copy them to the folder that contains "resign_all.bat"?

Edit: Folder structures were a huge mess for me to understand. This is why my guide uses a central WORK folder for every tool to reside in.
