I'm going to create a ps2 memory card reader aswell but it's quite complicated, i need to convert the 3d vectors and textures.

Unofficial LaunchELF is open source and creating icons+meta, maybe it could be useful for You.
There is plugin for Milkshape3D for exporting *.obj to *.icn, I don't know if it is script or binary, but maybe also be useful.
And worst scenario: PS2SaveBuilder displaying icons so You could reverse it to see how it doing it.
