Sure it looks like an xmb bug but there is no option for an 4k output from my ps3, too.
Not that the ps3 would even be able to run in smoothly ​

Are you referring to the "PS3 4K Pro" notification? If so, yeap, it's intentional. the background music is a coldboot hack found by @DeViL303. However, this modification has some issues, such as the clock bar disappearing when a notification is displayed. That's why this notification has been disabled in this mode.
