There is no mirror for the PS3 Toolset, neither official or unofficial, the only access is via the official URL:

The 0x80710D23 error is a SSL error meaning that the network socket used for SSL comms is in a blocking state for some unknown reason.
It's an error that I have never had myself & that has never been reported to me before now.
To confirm that there is no issue with the server or whatever, I just tested the patch download features at my end & everything works fine.
FYI, there are 3 ways to apply a patch with the PS3 Toolset, you can:
1. Use the context menu to download the patch as file onto a ps3 storage device, then load the downloaded patch file into the Toolset & finally apply it.
2. Use the context menu to load the patch file directly from https & apply it, it is the recommended way.
3. Get a valid no-fsm patch file specific for your firmware version from another source such as littlebalup"s PyPS3tools repository on github (in the pyps3patcher folder). Obviously, the available patch file from the master tree will be for fw 4.86, if you need an earlier patch (4.82 to 4.85), you can use the github interface to check the history of the patch file & get hold of the earlier versions.
Load the patch file with the PS3 Toolset, it will be checked automatically & if found to be valid, you may apply it.
Note that you should always use the PS3 Toolset's Flash Memory Manager in its safe "strict mode", don't disable "strict mode" to enable context menu features previously disabled otherwise you also disable the safety checks & risk a brick if you make a mistake.

Is there a way to bring back the alternate HEN Installer? I tried several times this one on nopsn mirror and nothing happened. Setting up the offline offline installer seems too complicated for me. The method worked but the console freezes accidentally on installation or running of some homebrew such as mutiMAN, or exiting the app. I'm using the 12GB model which is terrible but it was never freezing on multiMAN or enabling HEN till now. Thanks!

the ssl error is strange as I did not experience network issues on any of the devices, the only special thing here is that for DNS the clients use 1.1.1.1 and 1.0.0.1 as my ISP provided modem does not support acting as a DNS server
after patching I tried also with rebug software and got an error too, error code 80711008
in any case, thanks for clarifying that https method is the recommended one, I proceeded without downloading the patch file and all worked well, thanks a lot!

Hey I had the same problem and the fix was changing my wi fi network to open with no password and then use the https method. Hope this helps.
