PS3 Region Change from Japan to US

Howdy all. I've been a fan for a while now but just recently registered to try to get some help. Anyway, I bought a Japanese fat PS3 without backwards compatibility. I want to change the region to US. I have CFW 4.93 and converted it into DEX to get to the debug options. I was able to change the O and X buttons to the US style easily, but even though I changed the region to US/NTSC for the DVD player it still won't play the DVDs. I've also used webMan to change the region from there and in multiman as well. When I look up the region it does say US/NTSC.

I copied the x.Registry.sys file to USB and opened it up with a hex editor. I believe it still says Japan on there. Could that be the reason why it still won't play DVDs? The line in question is: settings/parental/dvdRegion.j..../

I don't know much about the software side and need some pointers on how to change it using the hex editor on my phone (no PC).

I know this is risky to do and still debating. But nothing else has worked for me. Anyway help or guidance is much appreciated.
 
Check your LVL2 IDPS against
EID0 & EID5
82 is debug DEX & should be region free.

I check it in both PSNPatch, WebmanMod & SEN Enabler to make sure they all tally.

I'm not sure it matters but you may also have to unlock your dummy psn account with Apollo if not using your real account, you have play a DivX file to unlock that dvd codec also on a fresh console.

Thanks for the info. BTW, I'm running the PEX (Pseudo-DEX) as opposed to the full D-PEX. So it's in a hybrid state?
I've converted to DEX under the CEX2DEX tools, swapped kernels between CEX/DEX to DEX, verified EID0 is 82 and EID5 is 83, basically: firmware, kernel, idps (converted), targetID, vsh, xmb, and debug settings are all set to DEX.
I scanned my IDPS through IDPS & MEM Setup in webMan and it's reading 83 not 82. So is it natively still set to CEX?

As I'm checking Custom Firmware Tools/Basic Tools/Show IDs/ I am reading IDPS:000000000100820008
So I don't know which is correct.
