Thats one of the reasons I don't use it on any of my PS3's anymore. I use it on PC with my DS3 controller through SCP Toolkit.
LOL I do that too, mainly cause it just a lot easier to do stuff on PC.
Also, I hate the new SCP Toolkit so im running the old one that isnt all flashy and stuff. It smore straightforward working.

It existed in previous versions aswell, atleast for me.

Most version it has not worked on the PS3 (not always the same exact behavior with the issues), but in v1.7.? it worked..
If works on PC you can create one via PC and move it to PS3, i have done that in past versions.

Because i was tired of this issue, I wrote a little batch file that can generate custom playlists for RA.

See attached files.

Requieres a little editing before using. Open MK-LPL.bat and edit this part :

Code:
set LPL-NAME=My Custom Playlist (1)
set ROMS_PATH=/dev_hdd0/ROMS/ (2)
set CORE_PATH=DETECT (3)
set CORE_NAME=DETECT (4)

1 = this is where you set the playlist name, replacing "My Custom Playlist" by the name you want (without extension)
2 = this is where your roms are stored
3 = this is where you set the retroarch core path you want to use for the roms - I suggest you let DETECT as it will detect the appropriates cores for the rom
4 = this is where you set the retroarch core name you want to use for the roms

After editing, save. Then put your roms in the roms folder included. Run the bat file and a new playlist *.lpl file is generated. Put this file where retroarch read your playlists from and you're done.

Have fun. Maybe i will enhance it later.
