PS2 Rumble Racing works fine but every cutscenes appear it always skipped

In the main menu look for "About":

Enter it.
At the top you have on which version you are on:
OPL-rev2.png

E.g. v1.2.0-Beta-2197.
 
He's on the trash bugged "OPL DB TA" fork. Old buggy stuff...!

Update to the official OPL Beta-builds!

I've done updating it to v1.2.0-BETA-2194 and results is still same, cutscenes always skipped

Can you try to enable compatibility modes?
E.g. 1+2, 1+3+6, 1+2+3+6.

Or even test this game through SMB?

So I have good and bad news with SLUS-201.74.
Good is that everything is ok but through SMB...

Bad is that though USB all FMVs are being skipped after 2\3 sec.
The same is with NHDDL v1.1.2 + neutrino-20241206.
No compatibility modes help.

So maybe one of old OPL maybe more compatible through USB:
EDIT: Additionally PAL version (SLES_501.20) works without a problem...
Although both regions have the same version:

I've tried PAL version they also have same issues even on OPL 0.8, So yeah the only way to play it with normal FMV is on SMB

Rumble Racing [SLUS_201.74]:

NHDDL 1.1.2-4 + Neutrino 20241206 USB - FMV works well
XEB NLP 2.5 + Neutrino 20241206 + udpbd-vexfat 0.2.0 - FMV works well

OPL Beta 1.2.0 2194 SMB & USB ISO - FMV works well

My PS2 model is SCPH-90008. I use redump images and don't use PADEMU, VMC, GSM.

Ok so I made a few tests with this game.
1. Rumble Racing (SLUS_201.74) through USB (FAT32) with OPL 2197 on SCPH-70004:
FMVs are being skipped after 2\3 sec.
2. Rumble Racing (SLUS_201.74) through USB (exFAT) on OPL 2197 on SCPH-70004:
FMVs are being skipped after 2\3 sec.
3. Rumble Racing (SLUS_201.74) through USB (FAT32) on OPL 2197 on SCPH-77004:
FMVs play normal.
4. Rumble Racing (SLUS_201.74) through USB (exFAT) on OPL 2197 on SCPH-77004:
FMVs play normal.

5. Rumble Racing (SLES_501.20) everything is fine (exFAT\FAT32) on SCPH-70004 and SCPH-77004.

In other words NTSC version of this game works perfectly fine on consoles with Deckard (SCPH-750XX or higher),
but not with IOP (SCPH-700XX or lower).
PAL version works fine on all consoles.
