So, this is release candidate. Unpacked because temporary I don't have PS3, so I cannot checked if packages which I would make be proper. Sorry for inconvenience.
As we discussed before, each "CTP" should be in package form, extracted to "dev_hdd0/game/RESOURCES/USRDIR/Active/" (in such way, many themes can be keep in USRDIR in *.pkg and be easy change on demand, kudos for @DeViL303 for this great idea). So now XML modders have unchanged standard filenames (@aldostools You can now be free from separate metalify/rebugify releases of WMM ^^). I hope we design here some standard for future theming system. Both prepared themes (full Rebugification and Metalification) is a collection of ~200 icons each in standard, XMB resolution (128x128@32bit).

Path for XMB icons, additional gfx like VSH menu backgrounds etc.
"dev_hdd0/game/RESOURCES/USRDIR/Active/metadata/<app name>/"
Path for games or applications metadata and additional resources to be replaced on demand by XML mods.
"dev_hdd0/game/RESOURCES/USRDIR/Active/system/theme.p3t"
File for XML moders to copy system theme to "dev_hdd0/theme/" where belong.
"dev_hdd0/game/RESOURCES/USRDIR/Active/system/<RCO name>/"
Path for on the fly gfx swap (if someone will ever make such plugin ;p). For test purposes I have made custom progress bar.

Simple web file for view current used CTP information (for XML modders etc.).

@dazzaXx You was probably converted gfx from *.gim with losing some quality. Here are all icons from my theme so You can modify them without any loss.
