Does Sony offer a public API for read-only access?

They must, otherwise all those trophy/achievement web sites wouldn't exist...

I've seen that achievement website. stallion83 iirc had over 2 million gamerscore points 'til he got married, then he had the title of top person taken away from him by the second place person. microsoft actually gave him a controller with 2 million gs embezzled in it as well as microsoft gold membership for life. I've yet to see sony do something similar for whomever has the most trophies.
