Fixes the black screen after PS2 logo for both games. This skips some VIF handler flag being set to avoid some infinite loops in a couple functions. Hot Wheels additionally has an accuracy fix for some graphical glitches in the cloud levels.
 
how can I switch between the Ps2 Emu and the Ps2 Netemu with the current WebmanMod? Or does webman do it automatically?

ps2_emu is only available on backward compatible models (cech-a, cech-b, cech-c, cech-e).
The ps2 emulator is not selected automatically.

For these models in /setup.ps3 will appear a check box for "ps2_netemu". If it is checked, the PS2 games will be launched with ps2_netemu. If it's unchecked, the default ps2_emu will be used.

The option is hidden in the section "Scan for content". You need to click on the title to expand the options.

webMAN basically configures an internal setting in Cobra. All the job is done by the payload.

I have tested the NTSC version briefly and the sound ring effect is fixed. Someone more familiar with this game should check if all errors are fixed (or introduced accidentally as the game is known for its various audio issues).

You can try to see if there is a widescreen patch published for this game, the widescreen patches increases the viewport instead of scaling the image, so no quality loss

*Managunz contains a collection of widescreen patches, is the easyer way to use them in the PS3, after applyed the ISO is modifyed permanently, and there is another option to remove the patch but this depends of a control file... if you uninstall managunz you are not able to revert the widescreen patch so keep that in mind. Also, keep in mind there is another option in managunz to check the MD5 of the game and the check ends with a report that tells you if the ISO has been modifyed, you can use that MD5 check to see how/when managunz is modifying the ISO

the upscaler even in the "normal" option stretches a little horizontally. I ended up preferring to turn off the upscaler.

Well in fact you contradict yourself. If the viewport is increased, but the resolution stays the same, a quality loss is there. That is how the anamorphic widescreen works, we are squishing more data into the same amount of pixels.

The pixels visibles on the 4:3 mode looks the same after the screen size is increased to 16:9
In this GIF the only element that suffers a quality reduction (and is distorted) is the minimap that belongs to the HUD, but there are many widescreen patches that preserves the HUD dimmensions
 
Because it is a prepared GIF with a fixed and low resolution. People have got 1920x1080 display sets these days at least. And the most important thing is the displays are pixel perfect. The difference in quality with widescreen enabled is very noticeable. It cannot be otherwise due to the low resolution of PS2 games and how the anamorphic widescreen works. It worked in the CRT days, but the times have changed.
