Use HxD or any other hex editor of your preference. The CONFIG files use binary codes.

If I have cfw and use PS2ISO I just need install webmanmod and the ps2config are included there and I don´t need the PS2Config.pkg.

GT3 PAL (tested on PS3 Late Slim) has some weird jittering issues and everything looks aliased.
Performance isn't too bad, but the constant visual jittering during races is annoying.
Dunno if there's a fix.
