PS3 Easy way to install packages over 4GB via webserver on PC

oI'll put as much detail into this as possible, so I am trying to use the link downloader to transfer Xenosaga Episode 2 in my directory and I have done the following

Used PS2 GUI to encrypt the ISO into an ENC, Resigned it, PKG'd it, Signed the PKG, and then put it into the folder as specified, here's the results.

The file is in C:\xampp\htdocs\xeno1.pkg

Code:
<XMBML version="1.0">
 <View id="package_link">
 <Attributes>
 <Table key="pkg_main">
 <Pair key="icon"><String>/dev_flash/vsh/resource/explore/icon/fah-xmb.png</String></Pair>
 <Pair key="title"><String>Direct link to package on PC</String></Pair>
 <Pair key="info"><String>Download and Install a Package from PC via webserver</String></Pair>
 <Pair key="ingame"><String>disable</String></Pair>
 </Table>
 </Attributes>
 <Items>
<Query
 class="type:x-xmb/folder-pixmap"
 key="pkg_main"
 attr="pkg_main"
 src="#pkg_items"/>
 </Items>
 </View>

 <View id="pkg_items">
 <Attributes>
 <Table key="link001">
 <Pair key="info"><String>net_package_install</String></Pair>
 <Pair key="pkg_src"><String>http://192.168.1.107/xeno1.pkg</String></Pair>
 <Pair key="pkg_src_qa"><String>http://192.168.1.107/xeno1.pkg</String></Pair>
 <Pair key="content_name"><String>tool_pkg_install_pc</String></Pair>
 <Pair key="content_id"><String>2P0001-PS2U10000_00-0000111122223333</String></Pair>
 <Pair key="prod_pict_path"><String>/dev_flash/vsh/resource/explore/icon/fah-xmb.png</String></Pair>
 </Table>
 </Attributes>
 <Items>
 <Item class="type:x-xmb/xmlnpsignup" key="link001" attr="link001"/>
 </Items>
 </View>

</XMBML>

Is there anything here I did wrong, or is there a chance it could be something that I did wrong with signing Xeno1 if everything here looks correct?

Also I tried using the more up to date link program you created, however it also fails to recognize this pkg if that helps narrow down the problem.

And to add onto it, I did test out the out the URL itself via the web browser, and it is downloading the file fine (but since it's over 4gb, it obviously won't transfer to my usb))

That looks ok, so when you click on icon in package manager what happens?

It shows the size as though it's about to download it, including the bar at 0%, but then it hits me with an error "80023300"

btw for anyone who's wants to use this for cfw2ofw games, here's a tool by Alex_1985 that packs the NP* and the B* folders into multiple pkgs smaller than 4gb
Don't use that. Because this method is ugly and works not fine. It is better to use DeViL's method. I tried it and i liked it so much.

Is the content ID right in the XML? I don't know. you should just use the app. I cant help.

That error can be 2 things, either you have not signed your package correctly, try with a package you know works from USB first as a test, try load that via server first. Also you need to run HAN Enabler before you can install packages, do not use debug package installer option unless you know your package is signed like that.

How do I sign the pkg I download, or how to know if it is signed or not?
