Gran Turismo 4 installation issue Error 800028f17

I have been using the PS2Classics GUI v2.1 to convert games to PKG for the PS3, following the guide completely But Gran Turismo 4 is not working and it shows as only having minor issues in the compatibility list seen here

other than the minor issues it should be playable completely, but i get the error code 800028f17 when starting it.
I have HAN enabled. I don't know what the issue may be. I have a clean image and ive tested the image on pcsx2 and it works. Any help will be greatly appreciated. Thanks.

You need to rip game to DVD 5 for HAN exploit.

Is there an alternate to apache 3 i can use? It doesn't work on windows 10, and im using it in windows xp compatibility mode.

Also, using winrar or poweriso to extract the files from the image doesn't show both VOL files. only gt4.vol

it still has not worked. i even had to make a virtual machine to get apache working. idk why its not working still. i got it down to the dvd5 size, nothing...
