There was a tool by @Rudi Rastelli , but i can't find it. Maybe just use use @aldostools lastGAME customizer. Or option Make PKG from @Zar ManaGunZ.

you can also use make_package_npdrm. I think that's what aldostools is using for his app. you need to use a config file. for type use game exec. there are others for the game folder, but that's the first that came to mind.

'PSN LIberator' can be used for this... even if it's not intended for this task.
Try to use "passthrough"-option and check if it does what u want it to do... it uses 'psn_package_npdrm' to create the pkg.
