PS3 How to convert PS3 from PAL to NTSC with Rebug CFW.

I have a phat PS3 with Rebug firmware. Every time I try to launch a PS1 game on my PS3, I get an error saying "You cannot play this game at the current video output settings. (80028F10)" I have narrowed this problem down to the fact that I am trying to play a legit NTSC PS1 game, and 480p is not available under my Display settings. The available resolutions under display settings on the PS3 are 576p, 720p, 1080i, and 1080p. I bought this PS3 on eBay, assuming it was NTSC. So I cannot play PS1 games unless I can somehow convert it from PAL to NTSC. How would I go about doing so?

It has nothing to do with error codes. I know with 1000000000000000000000000000000000000000000% certainty that I have a PAL console and I am trying to run a NTSC disk. So I need to know how to swap from PAL to NTSC.

that list sometimes tells how to get past the error code. in your case, it says to try using widescreen (like 720 or 1080). it sounds wrong, but i would try it anyway. good luck.
 
Again, I know 1000000% the info on the site is wrong. I know the error is because NTSC PS1 games require 480p, and PAL consoles only allow 576p. Hence why I am getting the error that I cannot run the game with the current display settings.

i have played ps1, ps2, and psp on ps3 in widescreen. never had a error. do as you wish of course, but what does it hurt to try? either way, good luck.

Because WIDESCREEN HAS NOTHING TO DO WITH IT. The PS3 runs beautifully at 1080p. It runs PS2 ISO games fine. Runs PS3 games just fine. It just has issues running legit NTSC PS1 games. The PS1 runs games at 240i. The PS1 emulator in the PS3 renders NTSC games at 480p, and then upscales them from there to whatever widescreen you want to use. BUT YOU MUST BE ABLE TO OUTPUT IN 480p for a NTSC PS1 game to work. Native NTSC PS1 games don't work. Running them as ISOs don't work. Oddly enough though, NTSC PS1 games burned to CDs and inserted DO work. And when I boot a burned PS1 game, I can see 480p in the display settings. But the moment I try to run a PS1 ISO or a legit NTSC game, it goes back to only displaying 576p in the display settings and not working with PS1 games.

you could try making a PS1Classic from the game disc and then making sure the PARAM.SFO has that resolution set, or make a ISO from it and run it through Irisman or any other software that lets you choose the resolutuion for PS1 games, im not sure how/if this can be done when playing from a disc

Iirc there is no ideal option & you might be better off getting a new copy of the game in the video mode you need.
However I am not the best person to get advice from, my TV supports all modes, I never play ps1 games from another region on my ps3, you may prefer to wait for recommendations from people who regularly use/used ps1 games from various regions & experienced the same issue as you.

1. A CD image can be patched (converted ntsc/pal with tools like PAL4U) but I don't think it will be enough to run properly. You may need to change the hdmi settings manually once the game is mounted or possibly swap the xRegistry.sys with a version that uses the right /setting/display settings.
FYI if you find some registry settings helping with your problem, note that swapping the xregistry.sys file can potentially be done automatically at the press of pad button or XMB icon if you wish to set that kind of thing up.

2. You could patch the CD image (to convert the video mode) then transform the patched image into a ps1 classics game & modify the param.sfo to use 480p.
In theory this method should work fine.

3. You should use cue/bin format rather than iso for ps1 backups. Afaik the cue sheets are essential in many cases..

4. I don't think you can get the original CD to work OK even if you fake the region & choose the right video output settings in the xRegistry.sys. You can try I suppose, all registry settings (including region & display settings) are listed in the wiki. https://www.psdevwiki.com/ps3/XRegistry.sys

The xRegistry.sys file can be found in /dev_flash2/etc. You can transfer it to your PC, use xRegistry.sys Editor 0.75 by stoker25 to modify it & overwrite the file with your modded version in /dev_flash2/etc. Remember to keep a backup of the original file & keep in mind that the Registry is an essential part of the system, the system always keeps its own backup but still, file corruption may lead to problems & potentially internal hdd reformatting.

Weird...I've never had a problem running any kind of games from any region whether they be PS1/2/3/PSP on my system. I'm originally from N. America now living in Europe with a boat load of Japanese games in my collection. I've got games from the 3 major regions in my collection and they all play without any issues that I am aware of.
Maybe my old eyes are failing me...

I downloaded the registry editor. According that registry reference site:
/setting/display/tvSystem "Allowed SDTV / EDTV video mode" 1 = 576p/576i or anything else for 480p/480i. 1 did not prevent SNES9x from using 480p on an European PS3, so it seems to only affect the XMB and official apps.

The /setting/display/tvSystem in my registry is set to 0. And /setting/bddvd/bdRegionCode is set to 0 (NTSC) as well. I know my TV, a 4k TCL Roku 55S421 supports 480p over HDMI. So I am beyond lost why I cannot get the PS3 to have 480p in the settings.

Cant simply conversion to dex solve the problem as it may remove the reginal restrictions.
Also this is only limited to physical disc based games right, ie if i have the game iso [which is mounted] then it will work regardless of the region ???

No. Legit NTSC game disks, and NTSC ISOs all give the same error. NTSC games I have burned to disks DO work for some reason though.

Probably because the PS3 firmware includes 3 PS1 emulators (named: ps1_emu.self, ps1_netemu.self, and ps1_newemu.self)
ps1_emu.self is specific to run real discs inserted in the drive so your burned games are running under ps1_emu.self
In other words... by burning the discs you are bypassing the cobra patch mentioned in the link from my previous post
 
If I remenber using the "Cobra PSX Launcher" will skip this error but there a big change the games will run with problems (audio desync, fmv stuttering)
