PS3 HAN Is it possible to create a .rap file?

There are some games that I download, but it does not come with the .rap, is there any way to do it?

piracy is prohibited on this forum, and no, you can't create a rap file from scratch. it might take 'til the end of time just to bruteforce one of them, so don't even bother.
