The correct method to restore the CFW syscalls are:

1. Disable the syscalls using the preferred method (R2+△)
2. Go to the CFW Tools and press "Create Syscalls" option
3. Done.

I am getting the "Cobra must be 8.3 or higher" error.

Yes, it is needed to press only once. But I have to press "Create Syscalls" option additionally to avoid a hard freeze of the console after launching a homebrew app.

For me, the hard freeze only happened once. I restarted and the homebrews worked fine after restoring the CFW syscalls entering to the update screen.
 
I am following your procedure exactly like you wrote. After pressing the "Create Syscalls" option I am getting the "Cobra must be 8.3 or higher" in the upper right part of the screen.

You get that message because Cobra is disabled or if syscalls were fully disabled (PS3MAPI is disabled in /setup.ps3). The option to restore the syscalls is a PS3MAPI function.

If you enable Cobra, you only need to select Create Syscalls or ifsyscalls are removed with PS3MAPI enabled in /setup.ps3 (shortcuts section)

I have got a Cobra enabled for sure. The webMAN MOD does show the FW 4.88 Cobra 8.3 in the information message. After disabling the syscalls I am getting the [noSC] mark there. Getting into the System Update menu makes this mark disappear. But I am not able to enable it through that menu option, because of that "Cobra must be 8.3 or higher" error.

I only get the message about "Cobra must be 8.3 or higher" if Cobra is disabled.
With Cobra enabled I get the message "CFW Syscalls created" as shown in the picture.

I suggest that download again the latest PUP of Evilnat 4.88 and reinstall it.
Maybe you're using a beta or the CFW was not installed properly.

No difference after reinstall, unfortunately. So after disabling the syscalls, all the Cobra settings in the CFW Tools should be accessible?
 
I think the problem is that you don't have PS3MAPI enabled in /setup.ps3 in the area for the shortcuts.

The function that creates the CFW syscalls again is a PS3MAPI opcode, that is accessed through syscall 8.
If PS3MAPI is Disabled the syscall 8 is fully disabled when you press R2+△.
Without syscall 8 the syscall can't be re-enabled unless you enter to the System Update screen via XMB.

When you enter to System Update screen, the /dev_flash/vsh/module/software_update_plugin.sprx is accessed and that triggers the function restore_syscalls() in Cobra when all the CFW syscalls are disabled and allow_restore_sc is enabled..

When PS3MAPI is Enabled, the syscall 8 is partially disabled (it simulates a fake disable) and the disabled CFW Syscalls can be restored.

The problem is that @Evilnat implemented the Create Syscalls in xai_plugin using the PS3MAPI opcode instead of enable allow_restore_sc temporarily and accessing /dev_flash/vsh/module/software_update_plugin.sprx

I had a weird issue with Webman Mod today, I tried to load Tiger Woods PGA Tour 14 and after I pressed start the screen went black and it just froze there. I tried to load it with MultiMan and after I pressed start it showed me the "You need to sign in to PSN to use online features" dimmed screen and then it allowed me to skip that and go onto the game.

I assumed the issue was with the PSN screen so I tried to use the setting to go offline when a game is loaded on webman settings but that didn't seem to work either. Is there any setting I'm overlooking that would make this work or is it a bug with WebMan itself? Thanks
 
@aldostools The above issue might be related to the npsignin_plugin.rco. Not sure. If it is there might be a fix, I would need to do some tests with that game.

@Fabio2598 could you try rename the /dev_hdd0/tmp/wm_res/npsignin_plugin.rco to something else. Then reboot and try the Tiger Woods game again.

I don't have PGA Tour 14, but on GT5 when I try to go online it shows the modded Sign In screen and the continue fine (without access to PSN).

@Fabio2598 Are you on HEN? If so, check if you are using the dynamic fan controller. It causes random black screens.

Also try signing into PSN before launch the game (need to load the game first then remove the syscalls with R2+▲to enable the sign in screen)

Renaming /dev_hdd0/tmp/wm_res/npsignin_plugin.rco as @DeViL303 suggested will disable the Sign In to PSN blocker.

Devil May Cry 4 also has a screen that pops up to sign into PSN a little after bootup (I think it is for leaderboards, never used it). Loading it up with wMM has never given me any black screens. I'm on CFW (currently Evilnat 4.88)

Just wondering if this could be related to the WWE-series hanging on 4.88 Evilnat problem reported elsewhere. Do those games ask for PSN signup as well?

I don't have that game, but you could try the following:
If the game is freezing as ISO, try extracting to /dev_hdd0/GAMES and test it
If the game is a folder, try creating an ISO and test it. Usually the compatibility is better as ISO.

Also you can try disabling Cobra 8.3 to check if it is an issue with the payload.
If the game is ISO you can use IRISMAN or ManaGunZ. They will t load MAMBA payload if it is not already loaded.
If Cobra is disabled, multiMAN will only load games in folder format.
 
I don't have those WWE's myself, just thought that the report above about PGA Tour could be the same issue as this. Actually I just tested my installed ISO's, Rocksmith 2014 ripped direct from original disc will hang hard at startup as well (IIRC it has PSN signup too.) It used to work perfect on earlier CFW's.

a) Delete /dev_hdd0/vm/cobra_cfg.bin to discard any possibility of a conflict with the config from the previous versions
b) Try disabling Cobra 8.3 and mounting the game with multiMAN if it is a game folder or with IRISMAN / ManaGunZ if it is an ISO.

Did this on first try ->Game froze

Are these two still worth a shot?

I have the PSN Patch plugin active and used r2+ before launching game both times if that matters.

Bam -> Game started without problems

Funnily enough, once I changed the npsignin_plugin.rco back to original name, the game starts without problems with or without PSN-patcher PSN access granted.
