Cobra may have issues with PS2 or PSP if the hashes of explore_plugin and other modules changed in that firmware.
Try switching to CEX mode or install the official version.
Alternatively you can install Evilnat 4.90 PEX which is a more recent release with practically the same features of Rebug 4.84.2 and more.

What are those little "check boxes" next to the "idps/psid" options for?
The check boxes are used used to enable to spoofing of idps/psid when they are checked.
If some of them are unchecked, the corresponding value is not applied to LV2 memory.
The buttons with the dot restore the original value in memory. The button with the glasses make the values readable / not readable.

If the check boxes are unchecked, webMAN MOD does not modify with your IDPS unless you modified it permanently with another tool.
All the changes to IDPS/PSID in webMAN MOD are made in LV2 memory and restored to the original values on the next reboot, except when you have the check boxes checked (the values will be patched again the next time the plugin is loaded).
if you changed the first 10 (ten) in IDPS you did it wrong.
In the IDPS the 6th pair of digits (6th byte) is the Product Code. 82 is for DEX; 84 for USA, 85 for EUR, 87 for UK, etc. (CEX).

If you went back to CFW CEX, you first needed to convert it from DEX to CEX from PEX. If you didn't, probably that could be your issue.
I recommend to reinstall CFW PEX again and switch between CEX and DEX when you need it.
Yes I did it. I made sure to leave all options on "CEX" while using "PEX". Even so, the error persists when installing this specific pkg. I thought it might have been something related to the IDPS change I had made. But according to your explanation, I think the problem is something else that I can't figure out.
I don't remember the exact setting, but you may have issues installing some CEX packages when VSH or XMB are in DEX mode.
I think that's what happened. When I installed CFW PEX, the homebrew installed by that PKG disappeared, so I tried installing again while it was still on PEX/DEX.

I opened PKG with a PKG file viewer and verified that its layout looks like this:
Homebrew folder >>...>>...>> dev_rewrite>>vsh>>resource>>explore>>xmb>>category_psn.xml file
In this case, do I just put this "category_psn.xml" file in the same location starting with the "dev_flash" folder on the FTP?
If so, before doing this, should I enable "dev_blind" inside the PS3?
Your problem actually is that the PKG is trying to write to /dev_rewrite. That folder only exists on HEN. On CFW it must be /dev_blind.
If you access /dev_blind through webMAN MOD's FTP server, the device is mounted automatically.
If you use other FTP server, you first need to enable "dev_blind" before replace "category_psn.xml" in /dev_blind/vsh/resource/explore/xmb

But I'm a noob at these things. I use FTP FILEZILA (on PC) to access things on my PS3. Is there a webman mod FTP client too?
So the steps look like this?
[1] Enable dev_blind in webman mod
[2] I open FIlezila FTP on my PC
[3] I go to the file location and replace it. Correct?
webMAN MOD is the FTP server. You need to use Filezilla FTP Client on the PC.
Actually only last 2 steps are necessary:
[1] Open FIlezila FTP on your PC
[2] Go to /dev_blind/vsh/resource/explore/xmb, drag & drop "category_psn.xml" and replace it.
/dev_blind is enabled automatically when you access that path through FTP.

In my intention to launch ps2 games from my nas using ps3netserver and webman mod I try this time to make pkg from ps2iso and extract this pkg and copy them to GAMEI folder of nas (to load them with ps3netserver and webman mod) all process ok, but when I try to load the extracted pkg from GAMEI give me 80010006 error (I read from internet fail on eboot.bin (dont have this eboot.bin, logic) my question is, you (or I, but your knowledge is too much than me) can make a eboot.bin generic to launch the ps2games from GAMEI folder??
