Well, that is my message in a really bad Spanish (my native language is Portuguese):
"Hola HWNJ, perdón pero no hablo muy bien español.
Recién busqué en el sitio psx-place y hay visto su intento en una nueva pantalla/systema inicial del PS2.
Espero que estés bien, pués hay visto que tienes diabetes y tuve algunas complicaciones.

From what I think: While he has showed us some "parts" of his project before, I think there has been insufficient evidence so far that development of the main body of the project was actually a work-in-progress. It could be real, but there is really nothing that ever supported that.
I took a look at his launcher before. I don't know of anyone else who wrote a piece of software that would launch the system update (hence it could be original work), and it also has his copyright there. But it is only a sign that he can code and knows about how the update mechanism works. Which I think also means he has some skills, which we may not find in people, just any other day.
On the other hand, if it is real, then the author(s) will come back and make a release someday. If/when it happens.
Hence we should just step back and wait for him and/or his partner to release further details. Otherwise we will only just have speculations and nothing more.

no i never want him to lose weight for me i only as a good friend need to notify him about his weight because if the guy has a family and he is over weight he might die one day and when that day comes who would take care of his children and family i would be a bad friend if i dont tell him to do something about it and that is because even tho he doesnt owe me anything he does owes his family his father his mother to live for as long as he can for them if youre family tells you to lose some weight and you ignore them then it means you are just selfish.

If the developer is sick or busy, just be respectfull and have some paticience.

On April 2011 he shared his toughts about what he tought will be the perfect farewell gift for the PS2.
On April 2012 (a year later), he asked the SceneSpain users: How will be your ideal FMCB?
In other words, it seems that he was actually asking that with XEB in mind.
According with what he said on the OP, he started the project in 2012, so I guess he was learning and getting the necesary skills since 2011 and then in 2012, he started the project.
I already wrote him a text and I have no reply so far (since half hour or more), but I know how ETECSA could be, so I better get some calm.
If the developer is sick or busy, just be respectfull and have some paticience.
