The PS3 DECHA00A is backwards compatible with PS1 and PS2. That's why I questioned it because of that fact. Installing OFW DEX after enabling it on a backwards compatible CHECHA should in theory essenially make the converted DEX CHECHA now a DECHA00A. I know you can't develop PS1 and PS2 games...
I don't think there's a way to have it on by default. But if you want to change the values of the FPS counter, you have to edit the FPSCounter.yaml file. To do that, you need to press R2+L2+Triangle to enable ADMIN (the message ADMIN Disabled will pop up).
