Try to put "USBHDFSD.IRX" & "USBD.IRX" into "hdd:/__common/POPS/" folder.

Rename them:
"MODULE_0.IRX"
"MODULE_1.IRX"

So maybe these files ("ATAD.IRX", "HDDLOAD.IRX") also needs to be copied into "hdd:/__common/POPS/" folder.

Rename them:
"MODULE_2.IRX"
"MODULE_3.IRX"

Additionally you can copy these files into B?EXEC-SYSTEM on memory card.

Can you post exact version of your console (SCPH-700XX) and from region it is from (Europe, USA, Asia...)?
My console is from Europe so I will need to copy these files into BEEXEC-SYSTEM.

When i put "USBHDFSD.IRX" & "USBD.IRX, renamed to MODULE_0.IRX fnd MODULE_1.IRX to hdd:/__common/POPS/, then run game.elf - now black screen then exit to memory card menu ( without booting psx logo or emulator it all).
When added renamed ATAD.IRX, HDDLOAD.IRX , renamed to module 2 and 3 - no effect appear....
- i took those files from C:\Users\user\Desktop\[190413]FMCB-1966-bin\INSTALL\SYSTEM and C:\Users\user\Desktop\[190413]FMCB-1966-bin\INSTALL\SYS-CONF. Maybe need some other files?

and i don't have this files in B?EXEC-SYSTEM

Loading the USB drivers in HDD mode will not help I'm affraid.

The ATA device driver (ATAD.IRX) is probably incompatible with the other drivers, and HDDLOAD.IRX is the MBR KELF loader module (you don't need this in POPS).

Also, pressing R3 to load a VCD (in wLE_kHn) enables debug texts. May be useful to see what external driver fail to load...

Nope, I only make cumulative fixes from time to time. There are more fixes made by hugopocked that'll have to be added later. Also, I keep in mind to do a changelog on next commit...

As of FMCB v1.966, ATAD and DEV9 are standard modules (while they were not previously). However, HDDLOAD.IRX is not to be confused with HDD.IRX, as it is an entirely different module. The ATAD module that comes with FMCB v1.966 requires DEV9.IRX, since it is no longer that custom all-in-one module.
As @krHACKen mentioned, it is meant to load the MBR. However, this mechanism is meant to be paired with another mechanism on the EE - so simply loading the IOP modules, will not help.

If you wanted FMCB to boot FHDB (or whatever you have on the HDD as a browser):

These modules are meant to be copied onto your memory card, alongside FMCB. FMCB should find those files and use them. I'm not sure what you were trying to achieve, by using them with POPStarter.
