Try to put "USBHDFSD.IRX" & "USBD.IRX" into "hdd:/__common/POPS/" folder.
Rename them:
"MODULE_0.IRX"
"MODULE_1.IRX"
Also:
So maybe these files ("ATAD.IRX", "HDDLOAD.IRX") also needs to be copied into "hdd:/__common/POPS/" folder.
Rename them:
"MODULE_2.IRX"
"MODULE_3.IRX"
Additionally you can copy these files into B?EXEC-SYSTEM on memory card.
Can you post exact version of your console (SCPH-700XX) and from region it is from (Europe, USA, Asia...)?
My console is from Europe so I will need to copy these files into BEEXEC-SYSTEM.
Here is how it looks like:

Also:
R.: The SCPH-70k-PS2s can have an HDD installed but won't automatically boot into FHDB. You can however use an FMCB-MC, place 'atad.irx' and 'hddload.irx' into the BREXEC-SYSTEM (R being the letter of your region) and boot FHDB via your FMCB-MC.
This function was implemented for the old PS2-Models, which needed an MC-Update to boot from HDD, but it works with those specific Slims as well!
