Yes, it is. Enable an HTTP server.

I use PKG Linker included server. Then, inside the server root folder I moved the html folder that came with "ps3_tools-v3.0-HAN481+_release_PS3XPloit".

1. Create a folder and name it SERVER. For best use, place it in your main drive, like C: in most cases.
2. Extract and install PKG Linker in that folder
3. Extract html folder that came inside the HAN enabler zip inside Server folder
4. Start your server and connect the PS3 to it
5. You are done! To access the html pages, put in the address: your IP address X.X.X.X\html\han_enabler.html or any other html. For best use, bookmark the pages.

Definitely some useful info, i actually found a way to setup a webserver on my phone and got the HAN enabler installing off of that offline through my home network. Thanks again for the replies guys, i really appreciate it!

Other option is for android APK only for android 5.1 ,
first enable WIFI Hotspot
second open APK and start server
third go for PS3 and go to browser, and typing IP and PORT

It's possible,but you will have to use a different port instad of the default port (80),
It's a hassle to make PiHole and your web server to work on port 80 at the same time.
