During an official PSN (npdrm) game installation, the game pkg gets installed & separately a rif license file is generated using the official rap file for that game + the act.dat/idps & copied to your current user profile.I've been doing the process where I load RAP and PKG files to a USB stick and then use the package installer from the XMB to get the content on my system by "Installing..."
Is it possible to skip this by following what you said above? Just simply dumping the RAP files in /dev_hdd0/exdata ? What about the PKG file, is there a spot for that?
And then when I launch the title that this DLC is associated with, it will automatically convert all the RAPs?

If you need to queue packages larger than 4gb, build a data ISO (ISO-9660 Level 3) with all the packages in the root folder, mount it with Irisman (or the homebrew of your choice) as a Blu-Ray, and again go to standard installation under package manager and select "Install All Packages".

You can enable them in Evilnat CFW from the CFW Tools menu under the network tab (if you can't find the option, see the release post of the CFW for instructions). You'll need to reboot your console for the change to take effect.Also I am now on Evilnat CFW 4.88 instead of HEN.

No, building an ISO only applies to batches having individual packages with a size greater than 4gb. You should be fine installing your packages.I have 16GB of packages, but none of them are more than 4GB individually. Do I need to follow that process? If so, could I alternatively just do a quarter of these at a time?
