as @Joonie mention that install packages call those file when a user click on package manager :no idea. I haven't modded and researched the ps3 in years. I don't even think I've even used puad or rco mage on my computer.

how is exactly, do you mean when installing folder will be named INS_xxxxx and when a user try to delete it will be DEL_xxxxxxYYYY-MM-DDxxxxxyou need an app to change time created. that's recorded in the metadata. it's also what the folder is named during installation.
why there isn't a normal sort code in any of xml or rco like we have in game column and game data utility ?!those are the temp folders. they're even in the metadata. I think that's possibly the reason why an hdd shows incorrect free space after deleting something.
I can't believe there's not even a usable sorting method with games already installed.
so we will just have to find a way to edit the metadata right ?the sorting method, how it's derived, is from the metadata file. it has time of installation. iirc, it's one of the first things listed for each game that's installed, so the system uses that information to sort content. I have no idea why alphabetical isn't listed. the psp suffered from the same mistake.
yup metadata is some thing after the database reconstruction (reorganization) but when we install a pkg 4 pkg will be called and none of them have option to sort to alphabetI think the metadata is just for things already installed. I'm not sure how to sort content that's about to be installed.

"time installed"
"time accessed"
"time created"
But if you are going to install a PKG that has not been installed before then there is no timestamps for it in the database until you install it

Anyway, the idea of the timestamps is not so bad... is just you are focusing in the wrong direction, what you can do is to "fake" the timestamps of the PKGs in PC
I remember to use a command line tool in PC for that... but i dont remember the name
Try to open the folder with the PKGs in PC, and in the windows settings change the view mode to "details", and enable the 3 different timestamps that exists:
-date modifyed
-date created
-date accessed <--- this one doesnt matters
