You need a pup extractor not a decrypter.

You can yeah.
Deleting files from there can be tricky sometimes, but the file explorer can do it so its not a big deal.
99.9 of all the text labels you see in official firmware are in the RCOs... most of the text you see on the main XMB is in the main explore rco, the biggest one. the settings text in the sysconf rco, you extract them using rcomage, make sure not to convert the images to png when you extract the rco with rcomage, this is very important as rcomage will mess up the image compression if you convert to png and back to gim.
In there you will find xml files for every language, you modify those: almost every rco has these so start extracting them and looking at the text labels to see what is where.
I am not sure where those main category labels are, i forget. maybe xmb plugin rco.. not sure.
Then you repack the rco with your modified language xmls.
That is just a folder on flash.

Here I go again XD. I have been trying to mod this but after seeking for it for 10m I have not found what I have to do in order to edit this...
I would like, in general, to edit all this section but I can't find what I have to edit. Idk if its all rco or xml
1. I want to edit the text of app_home/PS3_GAME/ where I can find it?
2. I want to edit text of Package Manager, where I can find it?
3.- Remove What's New
4.- Change Icon and text of Stealth Package Admin which is the Package Admin provided when you install the PS3 PRO MOD but I forgot
5.- The webMAN changes once you install ps3 pro mod and replaces it for a weird one, I would like to have the original webMAN 1.47.26
6.- I have successfully (with help of @DeViL303 <3 ) mod some xml, removing quick sign up etc... but when I make new user it appears again. how I can fix it?
7.- I can't make new RCO because every time I try to compile some error happens with the pictures. I just got the files I wanted from the OFW and then added to the pro mod rco so it all work flawlessly but when I compile it mess up. I have not touch the pics, I have not converted to png and then back I have just changed sound files and some images... If anyone could make the rco here is the file...
8. in dev_blind~vsh~resource~explore~icon there are icons I would like to replace but idk which rco is in the ps3 pro mod

That stuff like package manager and app home is in the main explore rco, (explore_plugin_full.rco) read my post above.
You have got pngs and gims in there, that will not work... rcomage can not convert images... PNGs are no good for rcomage. you need gims from OFW if you want to add ofw icons.

What is that Stealth Package Admin? you just renamed right? because mine is File Manager
And about those Enhanced things ? i never saw it
My mod only changes the WebMan's My Games Icon just that, you'll have the same version that you installed before.
Its 40% done
Yes I jjust renamed the File Manager but idk where its located now, I renamed like 2 months ago haha
