There's no need for a licensed sdk or some complicated setup in order to compile this build of scetool.
It's a visual studio project, why don't you install a free edition like Visual Studio Community from MS website & compile the project yourself ?

Nowadays MS makes available a free edition for individuals devs, open source projects....

Once visual studio is installed, download the source code. Unzip it.
Double click on the sln project file.
Visual Studio will open with the project then just choose to build the project. 2 clicks in total. Scetool is built!
It's that easy, I promise you...
