This is actually a broader problem with gaming industry as it becomes more & more $$$ centric while innovation & creativity continue to shrink.
Suppose you have a popular game, specially an open world game like GTA. You make enough $$$ on it for few years. After few years, you repackage the game with new graphics & some additional features, and relaunch it for newer audience which will enjoy & buy it again just like the older audience of the original game. The company makes $$$ again on same product. Then some years down the line, you repackage the game once again, for newer audience. Again making $$$.
That's why i hate remakes (with some exceptions). Gaming audience is a continuous supply of consumers. I played Resident Evil 2 when i was young. But 20 years later, the same game can be repackaged to sell to new generation audience with better graphics & additional features.
