We seen the release of 4.82 REBUG LITE (A CEX CFW) released but without the emergence of a 4.82 DEX Firmware in the public hands, we had to wait for a REBUG REX (a hybrid of CEX/DEX) release on 4.82. The wait is now over as the team has obtained a 4.82 DEX PUP and have the CFW ready to go. REBUG REX (w/ COBRA v7.55) is ready to take the plunge into 4.82. Also IRISMAN / webMAN MOD / ManaGunZ by developer Aldostools/Zar to add support for this new release.​

Rebug is a development cfw first & foremost, not a Cobra CFW, despite Rebug's wide spread use by game mod users, when keeping development in mind starting without Cobra included is quite logical. Features like Cobra can be added with one click in the Toolbox, hardly an issue on a CFW which should be setup according to each dev's needs. Keeping in mind that not all dev projects require Cobra so it's not a compulsory requirement.

There is a way to edit it and enable cobra by default?

I used to send updates for old client's of mine and believe some just sometimes can't do a simple thing like enable cobra... haha.

webMAN (MOD) is no longer included in REBUG hence no need for Enable/Disable toggle. To enable/install webMAN MOD use the standalone installer.

You can repack the rex pup file using "stage2.cex" as the cex stage2.bin file name.
In this case, Cobra will be enabled by default.

Its a separate feature now on the latest rebug.

Not sure what you did, if this is about COD then probably IDPS issue, PS3ITA does auto spoof on startup and REBUG doesn't until you setup on webMAN.

i just noticed that rebug 4.82 removes the built-in webman enable/disable feature...
but what i like on 4.81 built-in webman is the simplicity (lets just call it simplicity webman),
it only contains

Cuz the complete installation of webman that can be found here does
contain more features that i dont use.

I just want to build the same simplicity webman present on 4.81 so i can port it to 4.82...

No. Your console is NOT cfw compatible.

Yes. You can but Cobra ODE with DMC only.
If the ODE card is a recent model, the DMC will be included on the board.
If the ODE card is an older version, you will need a DMC add on card.

It depends where you are. It can be difficult to find in some places, you may need to order from abroad & you may not have the luxury of choosing the exact version you want. Prices will vary between 50 & 100 bucks I guess.
You should first read about the ODE & make sure it is what you want.
Nowadays, you can buy a slim compatible with cfw for 100 bucks or less & use the ps3xploit flash writer to jailbreak it for free.
IMHO it is a better investment.
